أولا /

ستختلف النتيجة وفقا لقانون الإنتخابات المعتمد.

1- إذا اعتمدت القائمة النسبية وهو ما تطالب به جميع القوى الإصلاحية بالعالم العربي يكون التصويت والمفاضلة هو بين أحزاب وبرامج انتخابية

2- أما إذا اعتمد التصويت الفردي وهو القانون الذي عرضه بشار مؤخرا بصفته قانون انتخاب إصلاحي ، فستكون الغلبة لمن يملك مال سياسي أكثر ينفقه بالحملة الانتخابية وهم في هذه الحالة إما الحزب الحاكم أو الإخوان المسلمين أو رجال الأعمال غير المسيسين أو من يملك العصبية العائلية والعشائرية في الأرياف والبوادي وليس أي طرف آخر.

ثانيا/

قبل إجراء أي انتخابات يجب إعطاء السوريين فترة لا تقل عن 10 أشهر بتقديري الشخصي لبناء تنظيمات سياسية وعقد مؤتمرات جامعة لهذا الغرض ويجب وضع قانون أحزاب قبل الـ 10 شهور لترك هذه الأحزاب تعمل وتبني قواعد شعبية لها
