الانتخابات النسبية الكاملة هى الافضل لان القوائم سيصعب عليها العمل على اساس مناطقى او طائفى وستكون مضطرة لمخاطبة الشعب ككل و وضع برامج تراعى حاجات الشعب ككل

من جهة اخرى الانتخابات ليست هى الديمقراطية بحد ذاتها حتى لو تمت بشفافية تصل 100% بل هى حلقة من حلقات الديمقراطية وهى تفترض اول نقطة وجود عقد اجتماعى يراعى حاجات الجميع والاتفاق المسبق على شروط اللعبة مع حرية حزبية واعلامية وعدم وجود احراب تبنى مشروعها على اساس طائفى وعدم وجود اى طرف مسلح سوى الدولة والدولة فى هذه الحالة عليها ان تتصرف بحيادية بمعنىى ان يكون هناك فرقا بين الدولة كجسم جامع وبين النظام الحاكم

العملية الانتخابية حدثت فى العراق وفى فلسطين لكنها لم تؤدى لنتائج ديمقراطية
فى فلسطين لانه لم تتوفر كل الشروط التى ذكرتها من وجود عقد اجتماعى واضح لا يمكن للفائز ان يطالب بتغييره واحتكار القوة من الدولة وغياب اى طرف حزبى مسلح الخ
اما فى العراق ففشلت بسبب التنظيم الحزبى على اساس طائفى فالديمقراطية تفترض ان الاكثرية الان ممكن ان تتحول لاقلية فى انتخابات قادمة لكن ان قامت العملية الانتخابية على اساس طائفى فلن يكون هناك ديمقراطية لان الاكثرية الطائفية ستستمر كاكثرية دائما
