فى ظل سيطرة طبقة الراسمال الطفيلى على النظام الحاكم بمصر حاليا بما تمثله من مشروع نفعى سطحى لا يهدف لتنمية انتاجية وطنية مستقلة واستخدام تلك الطبقة للدولة كاداة لتنفيذ مصالحها تبنت الدولة سياسات جائرة بحق الغالبية الاعظم من الفئات الشعبية تستلب وبشكل مستمر وجائر حقوق تلك الفئات ومصالحها غير عابئة بمعاناتها
تلك السياسات انتجت مصاعب حياتية متصاعدة الشدة للغالب الاعظم من المصريين
وتزداد حدة تلك المصاعب كلما تحركنا لاسفل السلم الطبقى فنلاحظ الجور المجحف بحق فئات الشعب العامل و المحدود الدخل
وكانت تلك المصاعب الحياتية المتصاعدة دافعا للفئات الشعبية الواقعة تحت وطئتها للحراك للتعبير عن اعتراضها وتذمرها المتصاعد ما ادى باصطدامهم بالدولة كاداة تنفيذ تلك السياسات
تلك الفئات المستنزفة بدات التمرد من اجل الدفاع عن مصالحها المستلبة ولكن فى ضوء عدم وجود تمثيل طبقى ذاتى لها و التضييق و السيطرة على النقابات و منظمات المجتمع المدنى لم تجد تلك الفئات طريقا للمواجهة الا الحراك التلقائى الموزع هنا وهناك وفى قضايا جزئية و فئوية وفى جانب كبير منها كرد فعل على سوء الخدمات و ضعف الاجور و غلاء الاسعار و استلاب الممتلكات و الفساد
وعلى الرغم من الطابع التلقائى و العشوائى و الفئوى لذلك الحراك الشعبى فان تواتر مظاهره يراكم خبرة و يعمل على بلورة وعى بالقضايا و المصالح المشتركة لتلك الفئات مبشرا بتنظيم جهودها فى حراك عام يكتسب الوعى و التنظيم باضطراد
ان دور القوى السياسية فى تلك المرحلة بالتالى يتمثل بتحفيذ ذلك التطور و التبلور فى الحراك الشعبى و العمل قاعديا مع الفئات المختلفة وتبنى قضاياها المعيشية و مطالبها الحياتية المباشرة بالتوازى مع تحفيذ وعيها المشترك ونحو وعى سياسى عام
