مع الموافقة على الفكرة، إلا أنني مع تعميمها للوصول إلى فكرة أكثر شمولاً بحيث يتضح الهدف منها.
المعنى: إن مجرد تعداد مآثر دولة لا يكفي لإثبات فضلها فلكل دولة حصتها من هذا. إن البحث في هذا الاتجاه سلباً أو إيجابياً هو تكريس للتفريق المضر بهذه الدول أكثر من تعداد فضائلها. برأيي: إن البحث عن الأسباب الدافعة للتكامل أكثر إيجابية من الخوض في دوافع التفاضل. فأي كلام عن فضل دولة سيؤدي بالنتيجة إلى الضرر بها، أما التكامل فهو النتيجة المفيدة لكل دول المنطقة.
