To Certain American Diplomatic and Consular Offices:


There is quoted belw for information excerpt entitled " Anti-Amercianism in Arab World ", from the Bi-Weekly NEW news Guidance of April 28 (Volume I, No. 11), which is circulated to USIE officers in the NEA area:

" Our best efforts must be directed toward stemming this tide of anti-Americansim. In this campain our public affairs media can help. It is suggested that our information output be concentrated along the following Lines:

يجب علينا أن نبذل أقصى جهودنا لإقاف هذا المد المعادي للأمريكا. في هذه المهمة سوف تساعدنا وسائل إعلامنا . ومن المقترح أن تكون تصريحاتنا الصادرة محصورة في النقاط التالية:


a) Corrective versions should be sent directly and immediately to the authors of fantastic stories such as the Syrian newspaper article about a 20,000.000 USIE program in Syrian. These corrective stories should be intended and delivered so as to persuade the author of the error in his assertions and also to enlist his cooperation in correcting the misconceptions he has promulgated.

يجب إرسال نسخ تصحيحية مباشرة وفورا إلى مؤلفين القصص الخرافية، تلك، مثل مقال الجريدة السورية عن تعاقد حوالي
عشرون مليون دولار لبرنامج؟ في سوريا. تلك النسخ التصحيحية، ينبغي أن تكون خاصة، وتسلم في اليد، لكي تقنع كاتب المقال بالرجوع عن الخطأ في تصريحاته، وأيضا لكسب تعاونه كي يصحح سوء اللفهم الذي سببه.



b) Difficult as it may be, we must on every occasion reaffirm our current policy of impartiality in the Palestine dispute; above all we should keep reiterating, that the Palestine issue notwithstanding, the United States has a sincere interest in maintaining strong friendship with the Arab world and in cooperating with it, it in its hoped-for progress and development.


برغم الصعوبة، يجب علينا في كل مناسبة التأكيد على حيادة الولايات المتحدة من نزاع فلسطين; قبل ذلك ، ينبغي علينا تكرار: أن المسألة الفلسطينية في محل إهتمام ، الولايات المتحدة عندها مصلحة شديد في حفظ صداقة قوية مع العالم العربي وللتعاون معه في تقدمه ورخاه.



c) Difficult as it may be, we must also seek to re-direct the attention of the Arab peoples to their own internal problems and encourage them to devote their energies to the tremendous social and economic improvements so long overdue in their own countries.

برغم الصعوبة، يجب علينا أيضا أن نسعى لتوجيه إنتباه العرب لمشاكلهم الداخلية، وتشجيعهم ، لتكريس طاقاتهم في تحسين أوضاعهم الإجتماعية والأقتصادية الهائلة، والمتراكمة.



d) Finally, we must try to impress upon the Arab countries the fact that the dissipation of their energies in fanaticism against the United States or against Israel coupled with a lack of attention to their own pressing problems will lead to worse conditions which can only benefit their avowed enemies.

أخيرا، يجب علينا محاولة الضغط على الدول العربية ، ومواجهتهم بالحقيقة، أن تبديد طاقاتهم في التعصب ضد الولايات المتحدة أو ضد إسرائيل ، مع قلة الإنتباه إلى مشاكلهم الداخلية الملحة، سيؤدي إلى أوضاع أسوأ، ولن تفيد سوا أعدائهم المعروفين فقط.
