2- المستوى الطائفي المذهبي القومي

لعبت النتائج التي أفرزها الصراع الصهيوني القومي العربي ووصول هذا الصراع إلى طريق مسدود في تأجيج عوامل صراع بديلة جاءت في الأغلب على قياس الطرف المنتصر ( الصهيوني ) لدى الأكثرية الدينية كبديل عن العامل القومي ومعادل ديني للخصم الديني اليهودي الصهيوني
كما أن أجج التعصب القومي العربي وأثار واستفز الأقليات القومية فراحت تتعصب قوميا
على حين عمل التعصب الديني الجديد
على استفزاز الأقليات الدينية التي هي بالأصل تعاني نوعا من التمييز والتوتر الطائفي فأصبحنا أمام مجتمعات مستفذة بكامل مكوناتها لا ينقصها إلا ثغرة في جدار السلطة القوي لتمارس طبائعها الجديدة في تفريغ عوامل شحنها والانقضاض على بعضها بعضا وهذا حال السودان والعراق اليوم وبعض مما في اليوم

3- المستوى الاستبدادي والبدائل المتطرفة وهو واقع معظم الدول العربية

في هذا المستوى عوامل الفرز والتأجيج موجودة وكامنة ولا ينقصها غير الفرصة التاريخية التي تضعف فيها السلطة
من هنا فإن وجود السلطة الاستبدادية لا يمكن اعتباره بشكل من الأشكال ضمانة لأي طرف طائفي بقدر ما هو سد تتجمع خلفه وتنضج مبررات وعوامل الصراع بانتظار اللحظة المناسبة
