صياغة مفهوم الدولة والمواطنة

إن التاريخ الحربي لنشوء الدولة العربية طبع هذه الدولة ومفهومها بطابع البنية الإدارية المتسلطة
فمنذ زمن طويل قطعت الطريق على قيام دولة كحصيلة اجتماع بشري واع لشعوب المنطقة وتكرر قيام الدولة التي صاغتها حراب الفاتحين
فجاءت الدولة كحالة إدارية منتخبة من الغزاة وجاءت سلطتها ( سلطة الدولة ) متعاونة مع السلطة السياسية لتفرض تغييرا أساسيا في البنية الفاعلة للمجتمع وفق تصورات سلطة كل مرحلة
بما خلق نوع من التخلف العملياتي لدى قوى المجتمع و أدخل الجهد الاجتماعي الرئيسي للمجتمع في سياق من الاغتراب عن " دولته " فكانت الدولة حالة عائمة اجتماعيا لا تملك مصداقية حيوية تستقطب الجهد المدني الهام بما يجعل من مهمة تطوير بنية الدولة قضية لا تملك بعد اجتماعي
هذه النتيجة سهلت على السلطة ابتلاع الدولة من جهة وحولت الدولة من تنظيم إداري ينمي المجهود المدني ويرعى تطوره إلى تنظيم إداري يفرض التفوق القاهر للسلطة على قوى المجتمع المنتهكة الحقوق
